The Federal Capital Territory Administration on Thursday pledged to implement the Primary Health Care Under One Roof policy; create budget lines for core health programmes; and pass the FCT Health Insurance and the Private Health Establishment Registration and Monitoring Agency Bills.

The FCTA also resolved to establish an Infectious Disease Hospital, revitalise the FCT molecular laboratory, and advocate for a minimum 15 per cent budgetary allocation to health in line with the Abuja Declaration.

The move forms part of resolutions reached during the two-day 2025 Health Sector Joint Annual Review and Performance Dialogue held in Abuja, where stakeholders assessed progress and charted new strategies to strengthen the FCT health system in line with the National Health Sector Renewal Investment Initiative.

A communiqué jointly signed by the Acting Director-General, Hospital Management Board (for the Mandate Secretary, Health Services and Environment Secretariat), Dr. Ahmadu Abubakar, and the Acting Director, Public Health Department (for the Permanent Secretary), Dr. Dan Gadzama, noted that the event was presided over by the Mandate Secretary, Health Services and Environment Secretariat, Dr. Adedolapo Fasawe.

The communiqué stated that highlights of the review include improved maternal and child health indicators, expanded immunisation coverage, reduced HIV incidence, strengthened malaria response, and increased health insurance enrolment.

“The FCT also established a Health Workforce Registry and developed a five-year Human Resource Recruitment Plan (2025–2029).Related News

“Key challenges identified were inadequate human resources, limited funding, weak data reporting from private facilities, and delay in the passage of essential health bills.

“The meeting resolved to fully implement the Primary Health Care Under One Roof policy; create budget lines for core health programmes; pass the FCT Health Insurance, and the Private Health Establishment Registration and Monitoring Agency establishment bills; establish an Infectious Disease Hospital and revitalize the FCT molecular laboratory; and advocate for 15 per cent minimum budget allocation to health in line with the Abuja Declaration.”

It added that the communiqué was adopted by stakeholders and endorsed by representatives of the Mandate Secretary and the Ona of Abaji, Dr Baba Adamu Yunusa.

PUNCH Online reports that the FCT Administration has concurrently embarked on infrastructure upgrades in health service delivery. It has also upgraded critical facilities, increased health insurance enrolment, and introduced oxygen plants in several hospitals (Maitama, Asokoro, Bwari, Abaji) to strengthen its health sector under the “Renewed Hope” agenda.

According to Voice of Nigeria, the FHIS has been a key health financing instrument in the Federal Capital Territory, aiming to improve access to care for residents.

Recently, the FCT Administration cleared a backlog of premiums owed to healthcare providers covering the years 2022 through 2024, boosting the confidence of providers and facilitating uninterrupted service delivery.
